SUMMARY

Responsible for designing, developing and implementing state of the art information technology for application development, system documentation and programming support for in-house web applications as well as a variety of projects primarily involved in web site design and development. Assist in ensuring the quality of application development work submitted for promotion and managing the change management process for assigned projects. Assist the director in developing department policy, direction and growth.

ESSENTIAL DUTIES AND RESPONSIBILITIES

* Application/Database Programming Functions: Develop and implement technology strategies and platforms that meet current and future business needs. Design and test program logic, coding programs, program documentation and preparation of programs for computer operations. Code, test, debug, document and install new and modified programs. Use coding methods for specific programming language to enhance or initiate efficient program execution and performance and to reach optimum hardware utilization. Monitor production programs for expected performance and responds to errors and emergency problems. Work within specifications provided to meet programming assignment goals and objectives in a timely and effective manner. Maintain integrity of program logic and coding, and establish required checks and balances for operational controls.

* Code Review/Change Management Functions: When acting as the technical development lead or when assisting with promotion responsibilities - Review code submitted for promotion, ensuring submitted code meets departmental and application-specific standards. Utilize departmental best practices to manage change/promotion process. Communicate with project and system stakeholders with regards to upcoming and completed system changes.

* Web Design Programming Functions: Responsible for transforming platform and project requirements into an efficient and functional interface, while maintaining the style guidelines and branding unique to each application. Ensure that finished solutions work within a variety of browser types and screen settings along with the constraints sets by development and design. Work with marketing, operations and other IT staff on style and approach for all projects. Participate in efforts to improve quality of web applications as required.

* Department Leadership Functions: Responsible for identifying new tools, technologies and methodologies that will benefit the department and working with the director to introduce new concepts to the department (from evaluation to implementation stages). Assist the director in defining department policy in order to promote a positive developer culture and to reduce workflow inefficiencies and risk. Take an active role in training and identifying/providing continuing education opportunities to the department.

* Systems Architect/Analyst Functions: Help develop and draft specifications for programs. Collaborate with co-workers on software development lifecycle. Communicate with project stakeholders regarding requirements, scope of work, user experience, features and status. Assist in the architectural design of IT solutions, using knowledge of modern application development best practices and design patterns. Work with product owners and project managers to determine development timelines and assignments.

* Special Projects: Work collaboratively with fellow staff to advance the values and mission of Senior Market Sales by serving on relevant internal and external committees; Assists with special projects/assignments as requested by members of management.

* Performs other duties as assigned by management.

QUALIFICATIONS

EDUCATION / EXPERIENCE

Minimum of four (4) year degree or equivalent work experience in Computer Science, MIS or similar course area

OR equivalent combination of education and work experience

With a minimum of five (5) years working experience creating database-driven web applications and e-commerce web sites in a professional production environment

Strong verbal and written proficiencies of the English language is required and bilingual (Spanish and English)

SKILLS

Working knowledge of insurance services, industries, and product lines.

Knowledge of the general industry procedures, practices and terminology including data processing system and web application development methods, techniques and standards.

High level of proficiency in the backend (ColdFusion, SQL, NodeJS) and frontend (HTML, JavaScript, CSS) development technologies utilized by the department.

Knowledge of general office forms, processes and procedures.

Knowledge of program and project management including outcomes, quality assurance, and satisfaction measurement and interpretation.

Knowledge of change management best practices to ensure quality of code moving to the production environment and techniques to reduce the possibility of system downtime

Knowledge and skill of supervisory techniques to accomplish instruction, motivation and training of personnel.

Skill in negotiating and problem solving to resolve internal and external conflicts.

Skill in the use of time management and organizational skills.

Skill in maintaining effective working relationships with all vendors, employees and the general public. Ability to serve as the primary technical point of contact for the department and/or company.

Skill in managing development projects.

Proficient working knowledge of common computer systems and computer software programs used by SMS.

Ability to approach and communicate with a wide range of personalities in a professional and courteous manner.

Ability to be patient under frustrating circumstances and demonstrate controlled emotional affect in difficult situations.

Ability to engage in effective interpersonal interaction, verbal communication and written communication.

Ability to maintain a high level of organization and attention to detail while remaining flexible and responsive when faced with multiple urgent requests.

Ability to read, write and communicate English effectively.

Ability to maintain all company policies, including all confidentiality and safety policies.

Ability to actively contribute to team effort.

Ability to work independently, exercise independent judgment, make and execute decisions.

Ability to closely follow development community trends and practices and the ability to perform a cost-to-benefit evaluation of implementing a new process, plan an implementation roadmap and determine the return on investment.

Ability to demonstrate organizational leadership qualities and develop and foster trusting relationships.
