Department: Facilities Planning and Institutional Services

JOB SUMMARY

Supports the Facilities Planning and Institutional Services Team to oversee new and renovation design and construction projects by providing leadership to project management personnel. The team, guided by this role, is responsible for project scoping, budget development and management, and schedule adherence to ensure the successful execution of both capital and non-capital design and construction projects. Implements procedures, policies, data files, and processes to ensure regulatory compliance and state-of-the-art construction management program. Engages in extensive collaboration across the institution, emphasizing a customer service-oriented approach to deliver projects that align with the goals of St. Petersburg College (SPC) and support the mission attainment of SPC faculty and staff.

ESSENTIAL JOB FUNCTIONS
  • Plan, organize, and oversee construction projects from inception to completion.
  • Develop project schedules, budgets, and resource allocation plans using tools such as MS Project.
  • Coordinate with subcontractors, suppliers, and other stakeholders to ensure project milestones are met.
  • Ensure project compliance with applicable Federal, State, and local laws, including Florida State Requirements for Educational Facilities (SREF).
  • Negotiate contracts with vendors, subcontractors, and suppliers to obtain the best terms and pricing.
  • Monitor contract performance and enforce terms and conditions to ensure project success.
  • Resolve disputes and issues that may arise during the course of the project.
  • Establish and maintain comprehensive records of project activities, including financial transactions, permits, and regulatory compliance documents.
  • Communicate effectively with team members, subcontractors, suppliers, clients, and other stakeholders to convey project requirements and expectations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's degree from an accredited institution of higher education in Architecture, Engineering, Construction Management or related field. Preferred Master's degree in related field from an accredited institution of higher education.
  • Ten (10) years of related experience in design and/or construction. Preferred five (5) years of experience in public higher education construction.
  • Experience conducting bids or formal solicitations, preferably public bids for a Government entity or similar organization.
KNOWLEDGE, SKILLS AND ABILITIES

Knowledge and understanding of:

  • Project management techniques;
  • Facilities maintenance practices;
  • Applicable tools, equipment, and materials;
  • Safety procedures;
  • Contract management and negotiation techniques;
  • Applicable Federal, State, and local laws, rules, regulations, and ordinances; preference to knowledge of Florida State Requirements for Educational Facilities (SREF)
  • Data and recordkeeping principles;
  • Computers and related software applications (specifically the ability to use CAD or REVIT and MS Project)

Ability to:

  • Analyze complex construction plans, drawings, and specifications to identify potential issues and propose effective solutions.
  • Adapt quickly to changing project requirements and priorities while maintaining attention to detail and quality standards.
  • Lead and motivate diverse teams to achieve project goals within established timelines and budget constraints.
  • Ability to work both independently and as a part of a team in a high pace environment.
  • Organize work, set priorities, meet critical deadlines, and follow-up on assignments.

  • Coordinating and overseeing projects;
  • Reading and comprehending drawings, designs, improvement plans, and specifications;
  • Develop procedures, policies, data files, record keeping, etc to ensure regulatory compliance

Work performed is primarily:
