Job Description
This position serves as the primary interface with the customer on all contractual issues including changes.  This includes from pre-award activities pertaining to solicitations, proposals, and contract negotiations, as well as cradle-to-grave contract administration activities on assigned contracts. The position also reviews, advises and negotiates contractual terms and conditions and provides assistance on proposal efforts.
  • Assists with all aspects of contract administration including proposal support and negotiation; post-award contract administration; Contract scope management; interface with key Prime contractors; and contract closeout
  • Serves as an interface with the customers regarding general inquiries, quotes, contract modifications, status of orders, customer returns, and other business
  • Reviews, advises, and negotiates contractual terms and conditions; identifies and manages contract risk; and provides early identification of potential contract problems
  • Under supervision, provides guidance, advice, and counsel to teammates regarding contract interpretation issues, contract scope issues, and other contract-related matters including changes, out of scope issues, warranties, and defects
  • Ensures contracts are performed in compliance with Contract terms and Government acquisition regulations, to include, FAR, DFAR, ITAR, and EAR, as well as Corporate policy and procedures
  • Assists with proposal and pricing efforts
  • Assists with efforts to ensure preparation and execution of timely and accurate contract delivery documentation
  • Ensures all deadlines and conditions described on contracts are met (e.g. payments and shipments)
  • Understands how contractual changes affect the ERP system; performs the customer order entry function in the Company ERP as necessary; and verifies/maintains on-going perpetual accuracy of the order backlog
  • Builds, maintains, and coordinates excellent working relations with Government agencies and customers as appropriate
Requirements:
  • Bachelor’s degree in Business or related field
  • Minimum of 5 years related experience
  • Minimum of five years of experience working with ITAR and EAR regulations
  • Current knowledge of Federal Acquisition Regulations (FAR), DoD FAR supplement, and awareness of trends in the Government acquisition environment
  • Thorough understanding of contract manufacturing
  • Proposal experience
  • Knowledge of contract price/cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions 
  • Knowledge of contract termination procedures sufficient to review and analyze settlement proposals, audit reports, technical evaluations, and subcontractor claims 
  • Excellent computer skills, including Microsoft Word, Excel, and PowerPoint
  • Excellent analytical, organizational, and oral and written communication skills
  • Excellent negotiation skills
  • Possess or have the ability to obtain a U.S. Government granted security clearance
