Organizational Description:

Human Resources ("HR") is a global organization comprised of more than 3,500 professionals providing strategic human capital advisory support to Citi's business leaders in 96 countries, and the development and delivery of core HR programs including: sourcing qualified talent; assisting managers to apply effective employee selection practices; establishing appropriate terms and conditions of employment; effective new employee on-boarding; training employees; assessing employee job performance and talent; developing manager capabilities and leadership; succession planning in anticipation of changing business needs; measuring employee sentiment; escalating and/or investigating potential employee misconduct and establishing mechanism for employee corrective action; developing strategies to discontinue employment without attracting undue risk, as well as maintaining market competitive compensation, benefits and recognition programs intended to reward good performance and retain talented employees. HR is also responsible for providing the necessary leadership to achieve Citi's diversity objectives.

The HR Risk & Control (HRRC) organization is responsible for establishing a human capital risk governance framework, including the definition of the risk appetite, the development of risk strategies, the identification and assessment of new and changing sources of risk, the development and execution of strategies to maintain compliance with applicable regulatory and policy requirements, and operational risk mitigation.

HRRC's Fair Employment Practices group is responsible for employment equity compliance across the entire employee lifecycle. In the U.S., the Fair Employment Practices (FEP) group is responsible for the Equal Employment Opportunity and Affirmative Action Program compliance, including Citi's compliance with EO 11246, Section 503 of the Rehabilitation Act of 1973, Vietnam Era Veterans' Readjustment Assistance Act (VEVRAA) of 1974, and the Americans with Disabilities Act (ADA) of 1990. The Fair Employment Practices (FEP) group also develops risk control strategies to maintain compliance with laws and regulations related to representation requirements, non-discrimination and equal employment opportunity in all 96 jurisdictions in which Citi operates, as well as the development and monitoring of processes and associated controls designed to support Citi's broader diversity objectives. This is achieved primarily through collaboration with members of Citi's Global Diversity team, as well as other HR, Employee Services and Public Affairs (ESPA), compliance, risk, legal, data privacy, business and technology partners.

The Vice President of FEP Regulatory and Exam Management, a Compl Bus Control Officer, is a professional who is responsible for timely responding to requests for information to regulators, the media, internal audit, and other related external requests.

Key Responsibilities:

  • Regulatory Reviews and Exam Management: Work across the firm, including with ESPA, third parties, HRRC, HR Partners and the HRRC FEP team, to deliver on engagements with government agencies, internal audit, and various partners to fairly represent Citi in response to specific requests for information, as well as general inquiries. Participate in the accurate production of required regulatory reporting related to country representation, non-discrimination and equal employment opportunity requirements.
  • Issue Management: Engage with global partners to assess risk and determine the root cause of identified control failures, as well as establish Corrective Action Plans (CAPs) intended to remediate identified issue(s). Proactively search and identify data quality issues, escalate issues as appropriate and manage all FEP and FEP related issues/CAPs to help drive to timely resolution, including submission of System Change Requests (CR), and testing of issue resolutions/enhancements.
  • Diversity Controls: Work with Citi's Global Diversity team and other internal stakeholders to improve the Global Fair Employment Practices controls and periodically reevaluate in response to changes in the operating environment. Execute and lead periodic monitoring to establish consistency for data quality and integrity reviews across the HR function for employee data. Develop and implement MCAs to test the Data Quality control processes and improve upon them. Create and administer trainings related to data Quality controls.
  • Data Analysis and Reporting: Use Excel and other internal reporting tools to combine, analyze, challenge and/or prepare high quality reports on diversity data for senior management, government agencies and external auditors.
  • Ensure that data requests from regulators are met with accurate and timely responses.
  • Lead the Quality Control activities related to supplier's regulatory reporting output, including the creation of control checklists and version control.
  • Recordkeeping: Maintain recordkeeping compliance requirements for Citi's Fair Employment Practices Program.
  • Regulation Change Management: Stay informed of regulatory, legal, and policy changes related to Fair Employment Practices, and communicate such changes in a timely manner. Prepare and include action items for each regulatory change.
  • Team Player: Work within a team of highly-motivated and capable HR professionals who are focused on the success of Citi's diversity program.
  • Delivery of high quality, accurate, value-added, multiple concurrent deliverables on time and to specification.
  • Support the Fair Employment Practices team in ensuring that HR meets/exceeds the requirements and expectations of applicable regulators.
  • Collaborate across businesses and functions to improve the identification, quantification, measurement, management, reporting and control of organizational governance, risk management and internal control environments.
  • Work with HRRC and HRRC FEP to execute timely deliverables related to Fair Employment Practices, diversity, and inclusion, for Citi's Requests for Proposals (RFPs). Lead and project manage RFP requests for information process, related to diversity and inclusion as well as subsequent regulatory reporting deliverable ensuing from contract awarded to Citi.
  • Lead City, State, and County Diversity Employment Certifications in all applicable jurisdictions to increase Citi's chances at winning high revenue generating RFPs.
  • Process external media requests, responding in a timely manner, and communicating outcomes to appropriate stakeholders.

Qualifications:

  • 4+ years of experience in compliance, corporate governance, or related role.
  • Proficiency in Microsoft Office and Adobe Suite, Excel and Powerpoint required - expertise in combining data from multiple sources and using pivot tables and v-lookup.
  • Strong communicator, with demonstrated proficiency in driving large initiatives forward.
  • Fast learner, self-motivated, independent worker.
  • Ability to work under minimum supervision and tight deadlines.
  • Passion and interest for diversity, inclusion, and equality in the workplace.

Preferred Qualifications:

  • Experience in project management, ideally PMP certification, preferred.
  • 2+ years of experience in Human Resources, workforce diversity, OFCCP regulatory compliance and/or law.
  • Comprehensive understanding EO 11246 and related regulations and OFCCP regulatory requirements, demonstrated through completion of training.
  • Experience in HR related legal / regulatory and compliance programs, RFPs, and/or Internal Audit highly preferred.
