Job Description

Hill International is seeking a Program Manager in Jacksonville, Florida

As a Program Manager you are responsible for managing efficiently and actively the planning, scope development, analysis, design, documentation, and review of projects. Providing expert program, project and construction management for various heavy civil infrastructure projects including reservoir projects such as flood plains, river control structures, flood walls, bridges, dams environmental restoration, recreation features and levees.


  • Proven leadership in managing similar programs
  • Establishes project scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties.
  • Coordinates the planning, design, cost engineering, construction, and environmental restoration for major projects.
  • Manages and controls project schedule milestones and budgets planning through construction and initial operations.
  • Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
  • Reviews and approves, within authorities provided, project cost and schedule changes.
  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of all assigned personnel on the project
  • Negotiates changes to the scope of work with the client and key subcontractors
  • Responsible for following up on instructions and commitments associated with the project
  • May participate in negotiations with regulatory agencies and in public meetings in support of clients
  • Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required
  • Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths
  • Collaborates and interfaces with the client, project stakeholders
  • Develops and monitors projects budgets, schedules, and plans for the various elements including staffing of the project
  • Ensures that the project meets or exceeds goals established in collaboration with client
  • Promotes technical excellence on the project through application of Quality Assurance processes
  • Monitors and reports to the client and management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule
  • Establishes weekly meetings to review project status and formulate action items

  • Must have a minimum of 15 years' experience on similar projects
  • Experience on heavy civil infrastructure projects
  • Must be local or willing to relocate to Jacksonville, FL
  • Demonstrated experience managing project cost/budget, scope, schedule, and resources, managing vendors, and overseeing formal planning, tracking, and reporting project performance
  • Must have a minimum of 5 years of experience in a supervisory or program management role
