ENERGY MANAGEMENT COMMERCIAL ANALYST I
Position Concept

The Energy Management (EM) Commercial Analyst support all of Tampa Electric Company's mandated commercial conservation programs and communicate the safe and efficient use of energy to our customers by providing our customers with the tools to understand their business's energy usage, equipment, and processes. Gathering, evaluating, and interpreting data related to energy usage, identifying areas for improvement, and providing recommendations to enhance energy efficiency and cost-effectiveness for commercial customers. Explains rebates and incentive programs available from Tampa Electric and recommends those that can deliver long-term benefits. Responsible to ensure the programs are delivered in accordance with the Florida Administrative Code (FAC) and in a fashion that meets customer's expectations. Adhere to the standards that the company has filed with the Florida Public Service Commission (FPSC), in a cost-effective manner, as it relates to all demand side management (DSM) programs. Modifying and /or changing commercial conservation programs and supporting systems, as necessary. Performs under direct to moderate supervision. To develop competence, receives training and mentoring from the Supervisor/Manager, Energy Analyst Team Members, Program Managers, outside educators, and administrative staff.

Advancement to a higher level is based on value added to Tampa Electric Company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e. based solely on time in the job, but will be based on direct observation of the employee's performance, accomplishments, qualifications, and the business and/or technical needs of the department.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Successfully completes training and acquires certifications necessary to support the commercial conservation programs. Maintain a high level of competence through ongoing training as it relates to industry and company product knowledge. Training includes satisfactory completion of Tampa Electric's in-house commercial energy auditing training program for small commercial facilities within 3 months; and large commercial/industrial facilities within 12 months of obtaining the position. This training includes classroom study and field application of energy analysis, commercial building structure, HVAC system, insulation and duct materials and installation techniques, renewable energy sources, all conservation practices and measures identified in the FAC, conservation and energy alternatives, acquired knowledge of tariff agreements, regulatory requirements, basic electricity and metering, and all customer service programs.
  • Perform free energy audit for small commercial customers. Audits include analysis of current energy usage patterns and habits, evaluation of building structure, HVAC ductwork, attic insulation, and relative condition of major appliances and/or equipment. Completes calculations to determine energy costs and educates customers on conservation programs. Qualifies customers' participation in other conservation programs and recommends conservation measures and practices based on cost/ payback ratio. Delivers audits in an understandable manner to motivate customers' participation in conservation programs and implement changes in their energy use habits. Deliver audit reports within specified timelines. Review utility data trends and building automation system trends to benchmark and target investigation of potential energy conservation measures, to include Data Collection and Analysis, Energy Efficiency Assessments, including Financial Analysis, Recommendations and Reports, Regulatory Compliance, and Customer Collaboration.
  • Performs verifications for all commercial conservation programs. Evaluates existing equipment and conditions through visual examination and physical measurement and calculation to determine if customer meets eligibility requirements. Explains requirements for conservation programs, expected benefits, and known limitations of programs to customers. Schedules contractor appointments and issues pre-approval certificates when necessary. Approves limited exceptions and/or deviations to conservation programs while maintaining the integrity of the program.
  • Performs pre and post verifications, as required by various conservation program standards. Verifies work performed is in accordance with programs standards, notifying customers and/or contractors of any remaining deficiencies and corrective measures necessary, and initiating applicable customer/contractor rebates and/or incentives payments once programs standards are met.
  • Resolves High Bill inquiries via phone and field visit, using audit techniques and appliance and equipment load calculations to troubleshoot potential malfunctions. Educates customers on meter integrity, operation, and reading of electric meters. Determines and initiates follow-up service needs, alternative services, and completes resolution of customers' concerns.
  • Markets commercial Zap Cap and renewable energy programs to achieve department goals.
  • Provides emergency management planning support as determined by Supervisor/Manager and company guidelines during any company emergency.
  • Assists in projects and additional assignments as directed by Supervisor/Manager, which includes supporting residential programs and activities during peak periods.

QUALIFICATIONS - ANALYST I
Education

Required: Associate's degree from an accredited institution in a related field.

Preferred: Bachelor's degree from an accredited institution in a related field.

Licenses/Certifications

Required:

  • Certified Energy Auditor or Certified Energy Management (CEA or CEM) must pass examination required within one year of obtaining position.
  • Valid driver's license and use of reliable personal vehicle necessary to perform field activities anywhere in Tampa Electric's service territory

Preferred:

  • CEA or CEM Certification

Experience
Required:

  • 3 years of work experience related to the Duties & Responsibilities of this position;
  • or 2 years Energy Management experience with CEA or BEP certification.

Preferred:

  • 5 years of work experience related to the Duties & Responsibilities of this position.

Knowledge/Skills/Abilities (KSA)

Required:

  • Possess mathematical, analytical and decision-making skills to perform calculations necessary to administer conservation programs; ability to work independently, as well as, in a self-directed team;
  • Demonstrated proficiency in the knowledge of and ability to interpret Customer Relationship Management (CRM) data; knowledge of Tampa Electric's standard grid system.
  • Knowledge of common conversation programs and experience in energy conservation practices and high bill resolution techniques to ensure proper follow-up to customer concerns.
  • Have knowledge of electrical systems, mechanical systems, surge protection devices, and metering to provide technical information to customers.
  • Possess effective oral and written communication skills required to effectively present findings and information to customers. Have proficient planning and organizational skills. Above average judgment and decision-making skills needed to provide customers with the appropriate conservation recommendations and qualifications for the rebate programs.
  • Autonomous work schedule to maximize time available for field activities and meet customer requests in a timely manner which is within requirements of the FPSC.
  • Deep understanding of various energy systems, including HVAC (heating, ventilation, and air conditioning), lighting, insulation, appliances, processes.
  • Knowledgeable about building construction, envelope performance, and how various building systems interact.

Preferred:

  • Knowledge and experience in Microsoft Office suite with an emphasis in Excel, the Energy Efficiency Collaboration Platform (EECP), and use of laptops and wireless technologies.

ENERGY MANAGEMENT COMMERCIAL ANALYST II

Position Concept

In addition to the above: Demonstrated proficiency in all the primary duties and responsibilities listed in EM Commercial Analyst I position including completion of Tampa Electric's in-house commercial energy auditing training program. Performs under moderate to minimal supervision and additionally receives mentoring and training from EM Commercial Analyst III and Commercial Program Manager.

PRIMARY DUTIES AND RESPONSIBILITIES - ANALYST II

  • Performs type I and type II energy audits for all customers from small commercial to large commercial/industrial customers and may assist in the performance of paid energy audits.
  • Supervises the performance of contractors and their workforces to ensure program standards are being met at all times. At times, may serve as lead for commercial conservation programs for monitoring the job performance and quality standards of contractors under program standards.
  • Supports strategies and quality assurance by completion of EM field and office procedures for resolving FPSC complaints, which includes writing formal responses to complaints.
  • Participates in trade shows, safety events, and conducts presentations to increase awareness of the company's commercial conservation programs, products and services, and promotes the safe use of electric technologies.
  • Provides mentoring and training to EM Commercial Analyst I, as directed by Supervisor.
  • Assists with development, implementation and maintenance of DSM program activities. Associated duties include research, testing, and procedure development within the Company and with outside contractors. Also helps coordination of DSM related advertising, public announcements, and company sponsored brochures.
  • Reviews and evaluates all rebates and incentives associated with the company's commercial conservation programs as well as reconciliation of commercial incentive dollars to submit appropriate journal entries to Accounts Payable.
  • Perform pre and post verifications, as required by various conservation program standards. Processes commercial rebates and prepares analysis to support payment of incentives associated with the company's commercial conservation programs.
  • Must have proficient knowledge of the company's commercial conservation programs including researching and performing rate analysis, rate comparisons, individual and aggregated load profiles, and customer energy benchmarking.

QUALIFICATIONS - ANALYST II
Education

Required: Associate's degree from an accredited institution in a related field.

Preferred: Bachelor's degree from an accredited institution in a related field.

Licenses/Certifications

Required:

  • Certified Energy Manager (CEM or CEMIT) must pass examination required within one years of obtaining position.
  • Valid driver's license and use of reliable personal vehicle necessary to perform field activities anywhere in Tampa Electric's service territory.

Preferred: Certified Energy Manager (CEM).

Experience

Required:

  • 1 year of work experience as an Energy Management Commercial Analyst I demonstrating proficiency and the ability to learn additional duties and responsibilities;
  • or 4 years of work experience related to the Duties & Responsibilities of this position.

Preferred:

  • 6 years of work experience related to the Duties & Responsibilities of this position.

Additional Knowledge/Skills/Abilities (KSA)

Required:

  • Demonstrated knowledge of tariff agreements and regulatory requirements for the accurate delivery of commercial conservation programs.
  • Moderate competency in Microsoft Office suite and computer skills with an emphasis in Excel, and use of laptops and wireless technologies.

Preferred:

  • Knowledge, understanding and experience with the EECP.

ENERGY MANAGEMENT COMMERCIAL ANALYST SR

Position Concept

In addition to the above:Serves as a lead position and performs under minimal supervision. Demonstrated proficiency in all of the primary duties and responsibilities listed in the EM Commercial Analyst II position including completion of Tampa Electric's in-house commercial energy auditing training program. To develop, will receive training and mentoring from the Supervisor/Manager, Commercial Program Manager, Program Coordinators, outside educators, and administrative staff.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Maintain a high level of competence through ongoing training as it relates to marketing, engineering, financial analysis, and product knowledge.
  • Performs type I, type II, and paid energy audits and field monitoring for all customers from residential small to large commercial/industrial customers.
  • Supports the development, implementation, supervision, and maintenance of commercial DSM program activities.
  • Provides technical support to commercial program manager and/ or supervisor on commercial rebates and incentives associated with the company's commercial conservation programs.
  • Provides support for developing and updating DSM related advertising, public announcements and company sponsored brochures.
  • Provides emergency management planning support as determined by Supervisor/Manager and company guidelines during any company emergency.
  • Assists in projects and additional assignments as directed by Supervisor/Manager. Supports strategies and quality assurance by completion of field and office procedures for resolving FPSC complaints and meeting company goals.
  • Serves CEMT liaison with external departments including Regulatory, Corporate Communications, and Safety to promote and/or change commercial conservation programs processes or initiatives.
  • Maintain and enhance technical expertise by participation in professional organizations, such as the Association of Energy Engineers.
  • Serves a lead role in the mentoring of others responsible for the execution of the company's commercial conservation programs by assisting the Supervisor in increasing the technical knowledge and performance level of CEMT team members.

QUALIFICATIONS
Education

Required: Associate's degree from an accredited institution in a related field.

Preferred: Bachelor's degree from an accredited institution in a related field.

Licenses/Certifications
Required:

  • Certified Energy Manager (CEM).
  • Valid driver's license and use of reliable personal vehicle necessary to perform field activities anywhere in Tampa Electric's service territory.

Experience
Required:

  • 1 year of work experience as an Energy Management Commercial Analyst II;
  • or 3 years of work experience as an Energy Management Commercial Analyst I demonstrating proficiency and the ability to learn additional duties and responsibilities;
  • or 5 years of work experience related to the Duties & Responsibilities of this position.

Preferred:

  • 7 years of work experience related to the Duties & Responsibilities of this position.

Supervisory Experience
Preferred: Supervisory or leadership experience.

Additional Knowledge/Skills/Abilities (KSA)

Required:

  • Demonstrated knowledge of all company commercial conservation programs, tariff agreements, andregulatory requirements for the cost-effective delivery of commercial conservation programs.
  • Excellent judgment and decision-making skills needed to provide customers with the appropriateconservation recommendations and qualifications for the rebate programs.
  • Fully competent in Microsoft Office suite and computer skills.
  • Knowledge and experience with use of laptops and wireless technologies.
  • Knowledge, understanding and experience with the EECP system software.

Preferred:

  • Knowledge of the Florida Administrative Code and electric utility operations and terminology.

WORKING CONDITIONS
Schedule typically Monday through Friday 8 am to 5 pm with some extended work hours as necessary depending on work load. Driving up to 25% of the day. Up to 75% spent in combination of working with Customers, working outdoors in attics, on roofs, walking, bending, and climbing and up to 25% spent in office supporting documentation of program activities and providing back office support.


PHYSICAL DEMANDS/ REQUIREMENTS
Physical ability to safely lift, carry and maneuver a 35-lb. ladder; and climb throughout attics or onto roofs either with internal access or ladder to perform audits and verifications in adverse conditions such as superheated roofs, attics and outdoors in sun and rain.
