Job Description

Currently, Hill is seeking a Project Manager for its Community Development Block Grant-Disaster Recovery (CDBG-DR) market for an Orange County-based client.

The Project Manager is expected to be on-site. The Project Manager must have experience with CDBG-DR programs including regulations, compliance, and implementation.


  • Provide overall leadership to teams (internal and external) that are assisting and implementing housing, infrastructure, and economic development program(s)
  • Plan, direct, and coordinate project activities to ensure goals and objectives are accomplished.
  • Lead coordination and control over execution of all program activities, schedule, budget and scope.
  • Establish work plan and staffing for each phase. Assign responsibilities and evaluate the work of staff.
  • Review and evaluate project and service delivery.
  • Provide guidance and expertise on applicable Federal regulations and requirements including CDBG-DR, cross cutting requirements (e.g., environmental review, labor standards, acquisition/relocation, fair housing), duplication of benefits, and others.
  • Help refine and improve program procedures and processes for implementation.
  • Manage data and utilize dashboards and data management systems to provide reports.
  • Monitor program performance status and establish necessary tools for control over programs results.
  • Manage multiple subcontractors simultaneously.
  • Serve as the key project interface with RDR leadership, delivering updates on milestones/challenges.
  • Serve as the go-to contact on the project team for support in tracking project performance, pricing activities, RDR invoicing, and maintaining compliance with work orders and contracts.
  • Develop and maintain budgets and forecasts.
  • Supporting the development of agreements and tasking to subcontractors, including review, oversight, and approval of their level of effort and invoicing.
  • Help to develop and find ways to leverage standardized processes within the projects and broader RDR

  • Bachelor's Degree
  • 5+ years of CDBG-DR experience with demonstrated knowledge of programs, regulations, and implementation
  • 2+ years project management experience with federally-funded projects
  • 3+ year experience managing complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
  • Project and personnel management skills.
  • Demonstrated success in program execution, client relationships, and profitability
  • Excellent verbal, interpersonal, and written communication skills.
  • Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities.
  • Ability to formulate strategies to create new, creative approaches and profitable solutions.

Preferred Skills

  • Certification as a Project Management Professional (PMP)
  • Intermediate excel skills
