GENERAL PURPOSE:

The Director of Electric Utilities supervises staff, manages bulk power supply contracts, and oversees distribution service contractors providing services associated with the planning, construction, operation, and maintenance of the Electric Utilities Department. The Director develops/establishes long range plans, develops policies and procedures, manages electric utility programs, and prepares and implements the department budget. The Director is also responsible for monitoring the utilities financial performance to ensure that rates and charges are sufficient to recover the utility's costs while maintaining competitive rates. This position is performed under direction of City Management. The incumbent exercises wide latitude and independent judgement in determining objectives and executing specific goals. Work is reviewed through reports, observation and results achieved.

Examples of Duties

ESSENTIAL FUNCTIONS:

Plans, directs, coordinates, and administers activities and personnel of the City's electric utility in accordance with applicable laws, rules, regulations, and standards. Ensures subordinates have the necessary training and equipment to perform assigned duties safely.

Manages the planning and development of long/short range financing and capital improvement programs; oversees and leads in the development and implementation of goals, objectives, policies, and procedures for electric utility activities and programs.

Prepares and implements department budget and long-range capital plans.

Secures and oversees distribution services; negotiates contracts and/or retains qualified personnel and procures required equipment to provide services internally.

Plans and develops bulk power supply strategies to provide economical and reliable power supply for the City. Secures and oversees bulk power supply and transmission arrangements.

Manages the development of goals and objectives, policies and procedures for electric utility activities and programs; manages the development, implementation, and monitoring of strategies to maintain and enforce production, safety and work standards, and to improve system reliability.

Represents City at boards/committees and meetings concerning electric utility issues; makes presentations to elected/appointed officials, department heads, staff/public/private agencies/groups regarding electric utility issues, programs, and projects.

Prepares rates studies and implements rates and charges, including fuel adjustments, that are sufficient to fully fund the utility's operation and maintenance expenses including bulk power supply, pay debt service, and fund the utilities capital programs while maintaining satisfactory debt service coverage. Responsible for maintaining rates that are competitive, meet Florida Public Service Commission standards, and fairly distribute costs among the City's electric customers.

Manages the work of contractors performing capital work. Sets priorities for capital work and monitors spending, progress, and quality related to projects.

Serves as the primary liaison with other Florida Utilities for mutual aid, bulk power supply, and trade association and regulatory activities.

Represents the electric utility department in the Emergency Operations Center during planning and recovery activities associated with natural disasters and other emergencies.

Performs other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Detailed knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.

Detailed knowledge of the principles and practices of organization, management, budget development, employee relations, and personnel administration.

Detailed knowledge of and experience in business and strategic management, finance, accounting, and engineering principles and practices governing the operation of an electric utility system.

Detailed knowledge of laws, ordinances, regulations, and statutes which govern an electric utility system and of governmental organization and budgeting.

Detailed knowledge and understanding of modern office practices and procedures and standard office accounting equipment.

Detailed knowledge and understanding of the organization, functions, and financial challenges of City government.

Detailed knowledge and understanding of cash management, investment, and banking relationships.

Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).

Ability to analyze complex managerial and administrative problems, formulate innovative solutions, and take independent unilateral actions.

Ability to motivate, manage, and supervise employees with varying levels of education and work experience.

Ability to comprehend, plan, and manage departmental budget, policies, grants, and other projects.

Ability to make critical and difficult decisions with some direction that conform to the policies and procedures of the City and the Department.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with detailed knowledge - the incumbent has a thorough understanding of nearly all information in relevant source documents and is considered an expert in a particular subject field.

Typical Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's degree in Electrical Engineering, Business Administration, Public Administration, or related field, supplemented by a minimum of ten years of progressively responsible related experience, five of which should consist of administrative and professional management of a private or public utility.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

Possess and maintain a valid State of Florida Driver's License, Class E or higher.

Note: All certifications must be current at the time of application and must be maintained as a condition of continued employment.

OTHER REQUIREMENTS:

Physical

This is light work requiring the exertion of 0 - 20 pounds of force occasionally and 0 - 10 pounds of force frequently to lift, carry, push, pull, and reposition objects.

Ability to traverse about a variety of city facilities/jobsites, with or without reasonable accommodation.

Ability to remain stationary at a keyboard for extended periods of time and continuously operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer.

Ability to manipulate objects and demonstrate small, precise movements repetitively.

Environmental

Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
